Abstract
Cet article explore la contribution des maires des dix grandes villes du Québec à l’avancement des pratiques participatives dans les dossiers d’aménagement et d’urbanisme. Il cherche plus particulièrement à déterminer l’influence exercée par le leadership politique des maires dans le mouvement général d’ouverture du milieu municipal à l’impératif délibératif et dans les variations observées entre les grandes villes. Deux niveaux d’action des maires sont examinés. À l’échelle du Québec d’abord, l’article démontre comment les maires ont réussi à faire rayer du cadre législatif de la planification territoriale les éléments les plus contraignants en matière de participation, au profit d’une plus grande souplesse pour les municipalités. À l’échelle municipale, une typologie des grandes villes selon leur degré d’engagement vis-à-vis de l’impératif délibératif permet d’illustrer le rôle clé des maires dans la mise en place et l’institutionnalisation de la démocratie participative au niveau local.
