De la région ressource au territoire ressource ? Réflexion autour de l’hydroélectricité communautaire au Lac-Saint-Jean (Québec)

Abstract
Les espaces ruraux canadiens sont souvent qualifiés de régions ressources. Celles-ci se caractérisent par un modèle de développement extractiviste, c’est-à-dire structuré autour des grandes industries exogènes d’extraction de ressources naturelles. Il s’agit ici d’examiner les conditions d’émergence d’un modèle alternatif de développement régional, que nous nommons territoire ressource, au sein duquel les acteurs territoriaux s’approprient la gestion des ressources naturelles. Nous illustrerons notre propos à travers le cas d’étude des mini-centrales hydroélectriques développées dans la région du Lac-Saint-Jean au Québec. Mises en service entre 2015 et 2018, les centrales de Val-Jalbert et de la Onzième Chute furent entièrement développées et gérées par un partenariat entre autorités publiques locales et la communauté ilnue de Mashteuiatsh, dans une finalité de développement territorial.
