L’ONU née à San Francisco en 1945, est conçue dans le cours de la Seconde Guerre mondiale lors de conférences où il ne fut guère accordé d’attention au rôle et à la fonction du secrétaire général. De Trygve Lie à Antonio Gutteres, certains ont donné valeur politique et morale à « la mission la plus impossible au monde », d’autres se sont coulés dans le moule de l’exécutant ; l’élection et le parcours du « plus haut des fonctionnaires » des Nations unies relatent 70 ans de conflits dans le monde et de jeux d’influence entre les puissances.
