Les accords multilatéraux sont en vogue dans le monde des organisations internationales et reflètent une volonté croissante de renforcer l’hydro-diplomatie pour prévenir les conflits liés au partage des eaux transfrontalières. Cependant, ce partage est historiquement préempté par les accords bilatéraux entre États. Dans ce contexte, nous nous interrogeons sur la capacité des accords multilatéraux pour la gestion des eaux transfrontalières à être moteurs d’une hydro-diplomatie environnementale. Nous montrons que si ces accords ne résolvent pas directement l’obstacle de la souveraineté territoriale des États et des enjeux politiques comme dans le cas du bassin du Jourdain, ni celui du partage quantitatif des eaux transfrontalières, ils créent des espaces de dialogue fédérés par les questions environnementales comme le montre le cas du bassin du Danube, tempérant les gestes unilatéraux et contribuant en douceur à une redistribution des rôles vers des acteurs non étatiques.
