Abstract
D’ ici la fin de ce premier quart du xxi e siècle , les établissements et services sociaux et médico-sociaux (ESSMS) et les dispositifs annexes à ces derniers ou annexant lesdits ESSMS, devraient conclure des contrats pluriannuels d’objectifs et de moyens (CPOM) et adopter l’outil budgétaire de l’État des Prévisions des Recettes et des Dépenses (EPRD). Il s’agira de CPOM à 5 P : P comme pluriannualité budgétaire ; P comme pluri-ESSMS et dispositifs ; P comme plurifinanceurs et plurifilières ; P comme parcours ; P comme plateforme coopérative territorialisée de services. Ces CPOM avec 5 P (C5POM) devraient entraîner, d’une part, une recomposition de l’offre sociale et médico-sociale pour être au service des parcours de vie (parcours de santé, parcours d’insertion, parcours résidentiels) et, d’autre part, une nouvelle gouvernance dans le secteur social et médico-social.
