Abstract
Quelle sera la place de la technique et particulièrement du numérique dans le pilotage de la reconstruction écologique ? Le xxi e siècle sera-t-il le cadre d’une controverse inédite entre d’une part les tenants d’une gouvernementalité éco-algorithmique et, d’autre part, les tenants d’une démocratie participative par assemblées délibératives ? Autrement dit, le système de gouvernement lui-même pourrait-il devenir l’objet d’un débat sur ses formes High-Tech ou Low-Tech ? Allons-nous vivre une confrontation inédite entre l’algorithme et le plan, entre l’apprentissage machine et la conception collective ? Après avoir présenté le scénario prospectif et hypothétique d’une gouvernementalité éco-algorithmique à l’échelle mondiale de l’effet rebond par les géants du web, cet article explore le potentiel des instruments de gouvernement Low-Tech pour répondre aux limites, aux failles et aux impossibilités de ce scénario.
