Abstract
This chapter highlights trends in four core areas of human resource management: compensation, training and development, employee involvement and development, and recruitment. In the section addressing compensation, the chapter highlights strategies to manage and address gender pay gaps, using pay to combat corruption, and pay for performance. In training and development, competency management is a commonly used strategy, the chapter highlights the experience of Taiwan and Canada. Performance appraisal is perhaps the most common approach to employee development, the chapter highlights the experience of several countries, including China. Finally, competitive exams continue to be a major recruitment tool with advantages and disadvantages. All of these trends are important to understand as elected officials and senior executives seek to improve the delivery of public service, enhance the quality of their civil servants, and strengthen their human resource management systems.
