Universellement, les institutions d’enseignement supérieur sont sollicitées actuellement pour s’engager davantage dans leurs zones respectives de rayonnement. Il s’agit pour elles d’une troisième mission à exercer en plus des traditionnelles fonctions d’enseignement et de recherche, afin de mieux soutenir des initiatives innovatrices de diverses natures. Les données livrées dans ce texte illustrent que depuis cinq décennies, cet engagement progressif au Québec atteint déjà sa vitesse de croisière pour les cinq UQ (Universités du Québec) et les treize collèges situés en région. De nouveaux outils sont déjà expérimentés concernant le transfert de savoir et l’incubation d’entreprises. En outre, les programmes d’enseignement se sont multipliés, diversifiés, segmentés et ont été rendus accessibles notamment par des formations courtes, continues et bien ciblées. Ce sont aussi des cibles territoriales spécifiques qui font émerger de très nombreux projets de recherche appliquée impliquant les collèges et les universités.
