Abstract
Depuis une trentaine d'annees, les services et les secteurs publics occidentaux sont l'objet de reformes inspirees par la nouvelle gestion publique. L'administration publique quebecoise ne fait pas exception. Dans ce contexte, cet ouvrage cherche a saisir l'influence de la nouvelle gestion publique sur le regime de negociation collective propre au secteur public et parapublic quebecois. Apres une description des principales caracteristiques de ce regime, ainsi que des fondements de la nouvelle gestion publique, l'attention est portee sur la negociation collective dans les secteurs de la fonction publique, de la sante et des services sociaux et de l'education. L'analyse permet de reflechir a l'influence du regime de negociation collective sur la capacite de l'Etat a imposer ses volontes en matiere d'organisation du travail et de modes de gestion, et sur la capacite des organisations syndicales a y faire face.
