The article is devoted to the study ofproblems of institutional regulation in agriculture in Canada, China, the USA, Australia and the countries of the European Union. It reflects a situation in which the authorities of these states apply formal rules in the vector of primary support for capital-intensive farms and agricultural holdings. As a result, the framework for the development of the family farming movement is narrowing, since low-income economic institutions cannot cope with the consequences of market failures.
