CONTRÔLE ET SANCTION DES CHÔMEURS EN PRÉSENCE D’ÉPARGNE DE PRÉCAUTION

Abstract
Dans cet article, nous étudions les effets du contrôle et des sanctions à l’encontre des chômeurs indemnisés en présence d’épargne de précaution. Nous utilisons comme cadre d’analyse un modèle de recherche d’emploi avec hétérogénéité de l’épargne de précaution. Lorsqu’un chômeur fournit un effort de recherche insuffisant ou refuse une proposition d’emploi, une sanction peut être appliquée. Il apparaît que le contrôle de l’effort permet d’améliorer le taux de sortie vers l’emploi alors que l’obligation d’accepter une offre d’emploi réduit l’effort de recherche des chômeurs. Nous montrons également que le contrôle permet de réduire les dépenses des chômeurs les plus riches. En effet, les chômeurs possédant peu d’épargne de précaution sont moins sanctionnés que les autres.
