Abstract
La gestion des risques dans les projets en partenariat public-privé se base sur des mécanismes de partage de risque entre les partenaires public et privé. Ces mécanismes créent de la flexibilité pour mieux gérer l’incertitude et limiter les réactions opportunistes. Néanmoins, plusieurs projets à travers le monde montrent que si cette flexibilité n’est pas correctement évaluée, elle peut ne pas être suffisamment attractive pour le partenaire privé ou peut constituer un lourd fardeau fiscal pour l’autorité publique et par conséquent un coût additionnel injustifié pour le consommateur final. La théorie des options réelles est bien appropriée pour l’évaluation de la flexibilité malgré une certaine difficulté dans sa mise en oeuvre et la diversité des approches appliquées. Cet article est un survol des plus importants mécanismes de partage du risque et des approches d’options réelles employées pour l’évaluation des projets en partenariat public-privé. On conclut par une analyse critique des mécanismes et des approches de résolution utilisées pour leur évaluation et des suggestions pour de nouvelles orientations de recherche.
