Abstract
Les institutions de l’éducation supérieure sont universellement sollicitées pour s’engager davantage dans une troisième mission, la fertilisation des innovations, à côté de l’enseignement et de la recherche. Les faits dévoilés dans cet article illustrent que, depuis cinq décennies, cet engagement s’avère déjà considérable pour les universités et les collèges des régions périphériques du Québec. Les programmes d’enseignement traditionnels se sont multipliés, diversifiés et segmentés en ciblant, à plus de 30 %, des besoins spécifiques au sein des milieux desservis. Ces besoins orientent aussi la grande majorité de la recherche appliquée, qui explose depuis quelques décennies. En outre, de nouvelles fonctions sont déjà bien exercées, principalement la formation continue, l’incubation d’entreprises et le transfert de savoir. Après l’effervescence initiale, le nouvel engagement souhaité apparaît déjà en vitesse de croisière. Il demeure néanmoins des potentialités réelles. Le principal défi à cet effet consiste à concevoir de nouveaux outils pour soutenir l’innovation aux régions en pleine transition.
