لقد أدرکت کندا ما لتکنولوجيا المعلومات والتجارة الإلکترونية من أهمية على مستوى النمو الاقتصادي، فسارعت لوضع استراتيجيتها للتجارة الإلکترونية لتحافظ على المکاسب التي حققتها وتتجاوز النقائص والمشاکل التي تحول دون تطورها. ولم تکن خجولة في طموحاتها عندما طالبت بالمکانة الأولى عالميا ووضعت أهدافا وخططا للوصول إلى ذلک. ولم يکن العمل سهلا وبدون مصاعب فقد واجهت کندا صعوبات داخلية وخارجية، سنحاول التطرق إليها بشيء من التفصيل في هذا المقال.
