Abstract
Competence is an essential element of the education profession. The successful teaching process in the classroom depends entirely on the level of teacher’s competency. Absence of any standards that can be used to measure teacher competence makes it difficult to determine their performance. Therefore, this study was conducted to determine and measure the level of teacher competence. This study consisted of 557 respondents from primary school teachers in Malaysia who were selected using simple random sampling representing the northern zone, eastern zone, middle zone, southern zone, Sabah and Sarawak as well. The findings of the study show that five domains should be used in measuring the competencies of Arabic language teachers which is pedagogy, curriculum, assessment, professionalism and language. The findings also indicate that teachers' overall competence is at a moderate level. They are also less competent in curriculum, assessment and language. The study suggested that stakeholders provide ongoing training so that teachers' competencies can be maintained and improved especially in specific competencies. Abstrak Kompetensi merupakan elemen penting dalam profesion pendidikan. Kejayaan ataupun kegagalan proses pengajaran pembelajaran di dalam kelas bergantung sepenuhnya kepada tahap kompetensi guru. Namun ketiadaan sebarang standard yang mampu digunakan untuk mengukur tahap kompetensi guru menjadikan ia sukar ditentukan. Justeru, kajian ini dijalankan bagi menentu dan mengukur tahap kompetensi guru bahsa Arab. Responden kajian terdiri daripada 557 orang guru sekolah rendah di Malaysia yang dipilih menggunakan persampelan rawak mudah berstrata mewakili zon utara, zon timur, zon tengah, zon selatan serta zon Sabah dan Sarawak. Dapatan kajian menunjukkan bahawa lima domain wajar digunakan dalam pengukuran kompetensi guru bahasa Arab iaitu pedagogi, kurikulum, penilaian, profesionalisme dan bahasa. Dapatan juga menjelaskan bahawa kompetensi guru secara keseluruhannya berada pada tahap sederhana, namun guru kurang kompeten dalam aspek kurikulum, penilaian dan bahasa. Kajian mencadangkan agar pihak yang berkepentingan menyediakan latihan berterusan agar kompetensi guru dapat dikekal dan ditingkatkan terutama aspek kompetensi khusus.
