Le 7 août 1789, le premier Congrès des États-Unis d’Amérique attribue au gouvernement fédéral la responsabilité de la signalisation maritime du pays. Cependant, le bureau chargé de mettre en œuvre les moyens et les réformes nécessaires pour réaliser un programme d’envergure est rapidement dépassé par l’ampleur de la tâche. Dès lors, les membres du Congrès décident de revoir entièrement le fonctionnement de ce service et de prendre pour modèle l’administration européenne jugée la plus efficace. Après un voyage d’étude, le lieutenant Jenkins plaide en faveur de l’adoption du système français qui l’a impressionné. Dès 1852, le Lighthouse board est créé à l’image exacte de la Commission des phares française ; le programme général d’éclairage des côtes américaines est calqué sur le plan français publié en 1825. Jusqu’aux règlements administratifs encadrant les obligations des gardiens de phares qui sont repris et simplement traduits. L’adoption du modèle administratif s’accompagne aussi d’achats massifs de matériel, et notamment d’optiques, opérés auprès de trois grandes firmes françaises, qui, il est vrai, approvisionnent déjà l’essentiel des services des phares sur toute la planète. Ce choix d’une imitation tant administrative que technique du système français, aussi étonnant qu’il puisse apparaître, a permis aux États-Unis de rattraper leur retard en moins de trente ans et d’offrir aux navigateurs du monde entier une signalisation maritime nocturne de leur littoral parfaitement adaptée aux besoins de l’époque.
