Abstract

Este artigo analisa como as concepções em torno do trabalho, da pobreza e do acesso ao ensino formal assumidas por atores políticos e programas desenvolvidos a nível estadual, ao longo dos anos de 1990 e início dos anos 2000, definiram o formato dos programas sociais no Brasil a partir do lançamento do Programa Bolsa Família, em 2003. A análise apresentada considera o papel da educação nesta definição e como esse Direito Social foi utilizado em favor do argumento de desenvolvimento de capital humano para que o acesso ao ensino formal figurasse como condicionalidade para o acesso e permanência de trabalhadores empobrecidos nos programas de transferência condicionada de renda brasileiros. A partir de análise bibliográfica e de fontes do período foi possível evidenciar como a educação foi elevada à elemento de primeira importância nos discursos que buscam organizar saídas para o desenvolvimento social e certo tipo de gestão da pobreza no país.
