Abstract

The goal of this study is to develop new model and system of the new capital, focusing on its legal status and operational agent. The paper discuses the impact of the important factors not only on capital relocation process, but thereafter. It also shows various foreign cases of capital relocation such as Washington D. C in the U.S., Ottawa in Canada, Canberra in Australia, Brasilia in Brasil, Tokyo in Japan in terms of their operational agent, legal status and regional administration. This paper verifies that there are relationships between the construction of new capital's legal status and operational system, and the concept or role of the new capital. Finally, this paper intends to emphasize that the more effective and efficient academic supporting system must be rebuilt to furnish knowledge and information in driving successful capital relocation in Korea.
