Abstract
Considerada como uma temática crescente devido aos inúmeros eventos administrativos e climáticos desenvolvidos, a gestão ambiental requerer um entendimento sobre seus modelos e práticas de atuação. De forma a identificar as particularidades presentes nas questões do meio ambiente em termos de suas transformações institucionais e suas relações com as mudanças climáticas e os recursos hídricos, o artigo discute algumas instituições presentes na província do Quebec, Canadá, e em Pernambuco, Brasil, responsáveis por esses temas. O objetivo foi de identificar as transformações institucionais nos níveis político e institucional que podem possibilitar o cumprimento dos objetivos de reduzir os impactos ambientais, tendo como princípios a democracia, a justiça social e a liberdade, a partir da análise comparativa destes aspectos no estado brasileiro de Pernambuco e a província canadense de Quebec. A pesquisa documental institucional permitiu verificar que existem limites financeiros e de planejamento para que as organizações quebequenses e pernambucanas possam atuar de forma mais efetiva. Da mesma forma, as organizações só podem ser realmente entendidas a partir de sua formação histórica, legal, política e social. Esses elementos são fundamentais para que ambientes de interação entre o conjunto institucional e as necessidades presentes em cada estado e região possam ser levados em consideração de fato, na direção da criação ou consolidação de processos de gestão compartilhada dos recursos ambientais.
