Abstract
هدف البحث إلى رصد نشأة وتطور المناطق كمستوى أول في نظام الإدارة المحلية السعودي، ودراسة تقسيمها الحالي، والتأكد من فاعلية اختصاصات مجالسها ومدى ديمقراطية تشكيلها. واعتمدت هذه الدراسة على المنهج الوصفي التحليلي، لتحليل ماضي وحاضر المناطق ومجالسها، وتوصيف إشكاليات نظامها، وتحديد الإصلاحات اللازمة لتطوير هذا النظام وتحسينه. النتائج: لم يمنح المشرع السعودي المناطق ومجالسها الشخصية الاعتبارية، كما أن تقسيم المناطق الحالي - حجمًا وسكانًا - لا يتوافق مع الكفاءة الإدارية، واختيار جميع أعضاء مجلس المنطقة بالتعيين أضعف المشاركة الشعبية. التوصيات: منح المناطق ومجالسها الشخصية الاعتبارية، ومنحها الاستقلال المالي، وإعادة تنظيم تقسيم المناطق، واختيار جزء من أعضاء مجلس المناطق بالانتخابات الفرعية، وتفعيل اختصاصات مجالس المناطق.
