À luz de conceitos gramscianos de Estado Integral e americanismo e da crítica da racionalidade neoliberal de Laval, o artigo analisa o Programa Inova Educação da rede estadual paulista por meio de fontes primárias, em documentos da Secretaria de Educação do Estado de São Paulo, e revisão bibliográfica. As ações de agentes privados com o Programa Inova caracterizam um processo de privatização endógena que visa à implantação da Reforma do Ensino Médio, situando-se numa complementaridade entre padronização e flexibilidade curricular, e à formação para práticas laborais precárias, cuja marca da juventude no Brasil é de elevada informalidade. Nessa articulação, o Inova Educação subordina a escola ao mercado e aponta um projeto de formação do novo trabalhador na governamentalidade neoliberal.
