Abstract
Le paradigme dominant observé dans les systèmes de protection occidentaux, centré essentiellement sur l’évaluation des risques, est questionné. L’analyse des besoins des enfants est au cœur d’une approche alternative ayant émergé à l’aube du xxi e siècle qui présente plusieurs avantages, notamment sur le climat de collaboration entre les familles et les intervenants. Par la suite, une proposition d’une approche novatrice auprès des enfants vulnérables est décrite et se décline en trois repères conceptuels : un référentiel pour analyser les besoins de développement de l’enfant, une approche qui engage de manière optimale les parents et les enfants dans la démarche d’intervention, enfin l’importance du partenariat entre les acteurs autour de la famille. Puis deux innovations sociales qui s’inspirent des trois repères mentionnés, l’un en Italie et l’autre au Québec, seront décrites. Pour finir, la conclusion aborde les similitudes entre aides et pippi , de même que leurs spécificités respectives, la formation des professionnels ainsi que la complémentarité entre les approches de risque et de besoins.
