Le terme d’Agence des travaux de l’Opéra Garnier recouvre deux entités. Le bâtiment en lui-même, sorte de baraquement, maison de bois et de plâtre à un étage, construit à l’arrière du futur Opéra de Paris, le long de la rue Neuve-des-Mathurins, et l’équipe d’architectes, inspecteurs, sous-inspecteurs, dessinateurs qui formaient cette « pléiade d’artistes » comme aimait à les appeler Charles Garnier, et à qui l’on doit l’édification de l’Opéra. On a pu dire aussi que cette agence fonctionnait comme un atelier de l’École des beaux-arts, certains élèves y travaillant alors qu’ils préparaient le grand prix, bénéficiant ainsi des conseils avisés de Charles Garnier pour leur propre travail, mais aussi parce que de réels liens d’affection unissaient le « grand chef » à tous ses collaborateurs.
