Alors que les relations entre la Russie et les États-Unis se sont considérablement dégradées depuis la crise ukrainienne, le dialogue stratégique entre Moscou et Washington sur le contrôle des armements connaît une panne sans précédent. Tandis que la Russie multipliait les « signaux nucléaires », le président russe a fait étalage de nouveaux armements hypersoniques en mars 2018, faisant redouter un abaissement du seuil d’emploi du feu nucléaire. En s’appuyant sur les documents officiels russes, en analysant les récentes améliorations constatées au sein des forces conventionnelles russes et en tenant compte des derniers éléments du débat stratégique portant sur la dissuasion nucléaire de la Russie, cet article vient nuancer l’idée répandue selon laquelle Moscou serait plus encline aujourd’hui à utiliser ses armes atomiques. En outre, le Kremlin reste fondamentalement intéressé par le maintien d’un cadre légal international portant sur le contrôle des armements auquel contribue le traité russo-américain New Start.
