espanolEl Oceano Glaciar Artico se localiza en el extremo N del Planeta, rodeado de tierras de dos continentes y comunicado con los oceanos Pacifico y Atlantico. En sus aguas tienen costa cinco paises, todos ellos miembros de la OTAN, excepto Rusia. El espacio considerado artico se amplia hasta ocho paises. Ha estado bastante al margen de los equilibrios de poder debido a sus duras condiciones de vida, la escasa poblacion y la dificultad para la exploracion y explotacion de sus recursos naturales, pero esta ganando importancia en nuestros dias. Los principales factores que lo explican son el calentamiento global, que puede posibilitar la apertura de nuevas rutas comerciales, o la creciente tension entre Rusia y la OTAN. En este contexto todos los paises articos se esfuerzan por demostrar sus derechos sobre las aguas territoriales, y el fondo oceanico, en algunas zonas escasamente delimitado. El Consejo Artico es un organismo de cooperacion y debate en el que participan los ocho paises de la zona, organizaciones de pueblos indigenas y que tambien acepta observadores de fuera de la zona. Actualmente la preside Estados Unidos, que ha sustituido recientemente a Canada. EnglishThe Glacier Arctic Ocean is located in the North of the Planet, surrounded with lands of two continents and communique with the Pacific and Atlantic Ocean. Five countries have coasts in its waters, all of them members of the NATO, except Russia. The space considered Arctic extends to eight countries. The Artic area has been apart from the balance of power due to the little population and the difficulties for the exploration and exploitation of the natural resources, but its importance is increasing nowadays. The main factors that explain it are: global warming and the increase ot the tension between Russia and NATO. In this context all the countries attempt to demonstrate their rights on the territorial waters and the botton of the Ocean, in some areas not well delimitate. The Artic Council is an organization for cooperation and debate with participation of the eight Artic Countries, associations of indigenous peoples where observers from no artic areas are accepted. Actually the Artic Council is chaired by United States, who recently replaced to Canada.
