One of the main topics in current intemational relations is democracy. This theme, in the frame of canadian foreign policy rises two challenges: by one hand, that of its governmental appliance as a response of its commitment of establishing a consult to the society, as well as its adoption as a goal self impossed; and, by the other, to recognize its meaning, it is necessary to analyze it from the perspective of critical theory -following the contributions of Robert Cox. To make feasible such a comprehension, the paper inquires on the place of Canada in the current world order, through the notion of middle power. With such a background it is possible to explain the process of demo-cratization of the canadian foreign policy based on the analysis of internal forces correlation and some of its intemational actions which are determinated by the global forces correlation.
