Au cours de la dernière décennie et dans la foulée de la Commission d’enquête sur l’octroi et la gestion des contrats publics dans l’industrie de la construction (Commission Charbonneau), plusieurs organismes visant à garantir l’intégrité des marchés publics ont vu le jour au Québec. C’est le cas du Bureau d’intégrité et d’éthique de Laval/Terrebonne (BIELT), créé en 2014, dont le mandat porte sur la protection de l’intégrité et la promotion de l’éthique à la Ville de Laval. Son positionnement organisationnel, l’étendue de son mandat et son mode de fonctionnement en font un modèle unique au Québec, tout en l’intégrant dans un système de protection de l’intégrité et de promotion de l’éthique. La réalisation du mandat du BIELT repose sur plusieurs axes d’activités qui ont des impacts positifs et significatifs sur la culture de la Ville, mais qui posent également certains défis.
