Abstract
Le Livre vert sur la culture a été rédigé par le ministre Jean-Paul L’Allier au cours de l’année qui a précédé les élections générales du 15 novembre 1976. Le document comprend trois parties. La première regroupe divers textes issus du milieu politique et du milieu culturel qui légitiment la démarche du Livre vert. La seconde pose un diagnostic sur l’état d’une quinzaine de secteurs culturels en lien avec l’action du Ministère. Quant à la troisième partie, elle s’affiche en mode solution en proposant une réorganisation structurelle du ministère des Affaires culturelles et des organismes qui lui sont rattachés. Parmi les recommandations, L’Allier propose d’octroyer une autonomie administrative aux grandes institutions culturelles publiques. Fidèle à l’esprit des années 1970, le Livre vert témoigne d’un État interventionniste dans le domaine culturel.
