Abstract
Jelen elemzés Törökország (Ankara) és a Kurdisztáni Autonóm Régió (Erbíl) közti politikai és gazdasági együttműködéseket, érdekazonosságokat és érdekellentéteket tárja fel a 2014 és 2017 közötti időszakból. Ezt az időbeli keretet két, regionális kihatással rendelkező esemény jelöli ki. A kezdőpontot az „Iszlám Állam” 2014-re tehető felemelkedése jelenti, zárásként pedig a 2017-es iraki kurd függetlenségi népszavazás hatásait vizsgálom. A kettő közti időszakban tanúi lehettünk az Ankara és Erbíl közti kapcsolatok valaha tapasztalt legintenzívebb periódusának. A tanulmányban az Ankara és Erbíl közötti bilaterális viszonyt az iraki kormány (Bagdad) Törökországgal, illetve iraki kurdokkal kapcsolatos politikájával összefüggésben értelmezem. Összességében megállapítható, hogy a regionális felfordulás közepette a török–iraki kurd kapcsolatoknak sikerült a korábban kialakított alapvető jegyeit megőrizni, sőt az „Iszlám Állam” közös kihívása miatt a két fél közti kapcsolat katonai együttműködéssel is bővült. Bár a 2017-es függetlenségi népszavazás feszültségekkel terhelte Ankara és Erbíl kapcsolatát, a felek közti érdekegyezések továbbra is erősebbnek mutatkoznak az esetleges szakításhoz vezető széttartó erőknél.
