Abstract
This brief examines Part 1, 5 , 6, 7 and 8 of Bill C-59 Canada's proposed act respecting national security. It examines key changes from Bill C-51 which was enacted as The Anti-terrorism Act, 2015 with respect to the creation of whole of government executive watchdog review. It proposes improvement both to the new review mechanism and the Security of Canada Information Sharing Act. It also examines various Criminal Code amendments proposed in the bill including to the advocacy offence and preventive arrest provisions.
