Abstract
Kementerian Lingkungan Hidup dan Kehutanan mengeluarkan peraturan baru mengenai Program Perhutanan Sosial di wilayah kerja Perhutani yang bertujuan untuk mengurangi ketimpangan lahan dan mewujudkan pemerataan ekonomi. Respons positif masyarakat diperlukan agar program terlaksana dan tujuan tercapai. Tujuan dari penelitian ini adalah menganalisis transformasi tata kuasa hutan Gunung Haruman, tingkat kapasitas individu petani hutan pra Perhutanan Sosial, dan respons masyarakat desa hutan terhadap Perhutanan Sosial. Metode yang digunakan dalam penelitian ini adalah pendekatan kuantitatif yang didukung data kualitatif yang dianalisis dengan uji regresi linier sederhana. Sampel yang dipilih sejumlah 40 orang dengan menggunakan teknik sampel acak sederhana. Hasil penelitian menunjukkan kapasitas individu petani hutan memberikan pengaruh yang signifikan terhadap respons yang diberikannya pada Program Perhutanan Sosial dengan kontribusi sebesar 12.8% dan nilai signifikasi sebesar 0.024 (p<0.05). Respons yang diberikan oleh masyarakat berupa respons positif untuk menyertakan dirinya dalam pelaksanaan Program Perhutanan Sosial. Kata kunci: Kapasitas MDH, Perhutanan sosial, Respons MDH
