En Ontario, la revendication pour la gouvernance francophone de l’enseignement universitaire a pris un nouvel élan dans les années 2000 pour aboutir, au mois de décembre 2017, à la création de l’Université de l’Ontario français (UOF). Toutefois, au mois de novembre 2018, le nouveau gouvernement conservateur au pouvoir provoque une onde de choc au sein de la population francophone lorsqu’il décide de retirer le financement prévu pour la mise en place de l’UOF. L’enjeu de l’enseignement supérieur en français redevient un problème public à résoudre. Heureusement l’UOF renaît dix-huit mois plus tard. Le texte a pour objectif d’étudier les processus de publicisation de l’enjeu de l’enseignement supérieur en français en Ontario depuis 2003 et sa mise à l’ordre du jour gouvernemental. L’article montre que la trajectoire conduisant à la création de l’UOF ne suit pas la séquence habituelle des mouvements engagés dans la résolution des problèmes publics. Au contraire, elle se démarque du fait qu’elle fait l’objet d’une série d’avancées et de reculs malgré sa résolution.
