Dog Stranglers in the Park?: National and Vegetal Politics in Ontario's Rouge Valley

Abstract
The advent of the new Rouge National Urban Park in Toronto's northeast corner offers an important moment to reflect on many contested elements of national park politics, including ideas of wilderness and ecological integrity, changing articulations of nation and nature, the effects of neo-liberalization, and the role of parks in a globalizing, urbanizing environment. In addition, however, the Rouge highlights the intersecting question of plant/human relations, specifically concerning the rapid spread of the so-called aggressive invasive species dog-strangling vine ( Cynanchum rossicum , known as DSV) in many portions of the park. DSV acutely calls into question ideas of nature and nation undergirding Parks Canada's mandate, and in so doing, demands that we attend to the actual physical and political history of the Rouge, the ways that history has afforded DSV with ideal conditions for its flourishing, the limits of current biopolitical discourses of invasive species management, and, for the new Rouge Park, the need for a more thoughtful, respectful, democratic approach to plant/human relations and to larger questions about what an urban park might be . Abstract: L'etablissement du nouveau parc urbain national de la Rouge dans le coin nord-est de Toronto est une excellente occasion de reflechir a de nombreux elements contestes des politiques des parcs nationaux, y compris les concepts de la nature sauvage et de l'integrite ecologique, les nouvelles definitions de nation et nature, les repercussions de la neoliberalisation, et le role des parcs dans un environnement qui encourage la mondialisation et l'urbanisation. En meme temps, le parc de la Rouge fait ressortir le probleme du chevauchement de la vegetation et des etres humains, specialement en ce qui a trait a la propagation agressive d'une espece dite envahissante - le dompte-venin de Russie ( Cynanchum rossicum ) - dans plusieurs parties du parc. Le probleme cause par cette plante remet en vedette les idees de nature et nation qui sous-tendent le mandat de Parcs Canada. Ce faisant, il nous pousse a examiner l'histoire physique et politique de la Rouge, les facons dont l'histoire a contribue aux conditions ideales de la propagation du dompte-venin de Russie, les limites des discours biopolitiques actuels sur la gestion des especes envahissantes et, dans le cas du nouveau parc de la Rouge, le besoin d'une demarche plus attentive, respectueuse et democratique en matiere de relations entre la vegetation et les etres humains, et la question plus globale de ce qu'un parc urbain devrait etre .
