O objetivo desse estudo é avaliar os efeitos de uma política de crédito destinada aos municípios paranaenses no período de 2010 a 2015, tanto no desenvolvimento local quanto na geração de receita tributária. Para tanto, baseia-se na lógica macroeconômica do multiplicador fiscal e utiliza dados de uma das principais linhas de crédito a municípios do Brasil: o Sistema de Financiamento de Ações nos Municípios (SFM). A metodologia utilizada incorpora modelos de impacto microeconométricos com análise de custo-benefício. Os resultados indicam aumento do PIB e das receitas tributárias do município, sendo que esse último impacto auxilia no pagamento dos juros do financiamento, cobrindo-o quase que totalmente. Esse resultado, porém, se mostrou sensível ao tamanho dos municípios. Em razão da limitação de estudos destinados a avaliações de acesso ao crédito a entidades subnacionais, e por tratar de um condicionante do desenvolvimento econômico, esse estudo pretende contribuir com a literatura empírica dessa área, assim como para a discussão macroecônomica sobre mecanismos de política fiscal.
