Abstract
In 2014, deposed tribal chair Cherie Rhoades brought two pistols to the tribal offices of Cedarville Rancheria in Modoc County, California, and killed four people and wounded two. Journalist Ray A. March argues that the crime was a product of “tribal treachery.” As history, the book is flawed. Congress bought the seventeen-acre rancheria for a community of Northern Paiute people in 1915 with appropriations for landless California Indians, not, as March writes, through “President Theodore Roosevelt’s Antiquities Act of 1906” (p. 34). From its founding to Rhoades’s death sentence, Cedarville has been under state jurisdiction, and termination bestowed a legacy to all California tribes of underfunded education, health care, and government operations, historical factors that have inhibited tribal self-government but barely register in March’s characterization of sovereignty as a weapon that tribes wield heedlessly.
