Abstract
Cet article propose d’analyser la recherche scientifique comme étant la principale voie d’intégration d’États extérieurs à la région arctique. Nous montrons que, pour un ensemble d’États européens et asiatiques, leur engagement scientifique en Arctique a été le moteur de leur insertion dans le système politique régional, en particulier dans la gouvernance, dont la structure principale est le Conseil de l’Arctique depuis 1996. Uniquement composé des huit États reconnus comme souverains dans la région et de six organisations autochtones, le Conseil a intégré treize États au statut d’« observateurs ». Nous nous intéressons ainsi dans cet article à l’activité scientifique de ces États observateurs et à la dimension plus large de la science comme instrument de diplomatie, pour une participation à la gouvernance. Cependant, le seul cadre du Conseil de l’Arctique est limité et nous montrons que la science est en réalité la voie vers d’autres formes d’intégration.
