One of the key goals of performance measurement is to “create useful measures that are used.” This was a phrase Denis Desautels, the Canadian auditor general, frequently voiced during the 1990s. He also cautioned “This is not easy to do.” His caution certainly played out in the United States as it developed its own effort to institute a performance management regime!
