Abstract
La récession de 1981-1982 a ébranlé les fondements de l’ÉtatProvidence au Canada. Au Québec comme dans plusieurs provinces, on assiste alors au début d’une profonde remise en question du modèle d’intervention reposant essentiellement sur l’action et la responsabilité du secteur public. Cette préoccupation atteint son apogée au milieu des années 1990 au moment où on s’apprête à rapatrier au Québec certains programmes fédéraux de formation de la main-d’œuvre et à impulser une importante réforme de la sécurité du revenu. Ces changements ne manqueront pas d’ébranler les politiques et pratiques qui prévalaient avant 1995 en matière de formation de la main-d’œuvre et d’insertion socioprofessionnelle des prestataires de la sécurité du revenu. Dorénavant, le développement de la main-d’œuvre ainsi que la révision des pratiques d’assistance auprès des sans-emploi deviennent des orientations prépondérantes dans la conception des politiques publiques liées à l’emploi et l’aide sociale. Au Québec, comme dans les autres provinces, on se retrouve confronté à la nécessité de réformer en profondeur les stratégies d’intervention, en ayant pour objectif de miser davantage sur des mesures actives d’aide et de soutien à l’emploi.
