Rural decline has emerged as a major political and policy issue in many countries, including rapidly developing nations like Vietnam. National and local/regional governments are searching for policy solutions to rural depopulation, economic stagnation, and employment losses associated with rapid technological change. In some countries, particularly in the Western and industrial world, rural frustrations transformed into political unrest. Vietnam has a more complicated rural reality, marked by modest declines in population, the improvement of rural infrastructure, and significant advances in well-being. Rural conditions, however, have not improved as fast as in the country's major cities, which can add to a sense of rural unease and dissatisfaction even when material conditions are improving. This assessment, based on fifteen years of regular observation across rural Vietnam, highlights the difference between the situation in Vietnam and general patterns of rural decline. Les gouvernements nationaux et locaux/regionaux recherchent des solutions politiques au depeuplement rural, a la stagnation economique et aux pertes d'emplois associees aux changements technologiques rapides. Dans certains pays, notamment dans le monde occidental et industriel, les frustrations rurales se sont transformees en troubles politiques. Le Vietnam a une realite rurale plus compliquee, marquee par des baisses modestes de la population, l'amelioration des infrastructures rurales et des progres significatifs en matiere de bien-etre. Les conditions rurales, cependant, ne se sont pas ameliorees aussi rapidement que dans les grandes villes du pays, ce qui peut ajouter au sentiment de malaise et d'insatisfaction en milieu rural meme lorsque les conditions materielles s'ameliorent. Cette evaluation, basee sur quinze annees d'observations regulieres a travers le Vietnam rural, met en evidence la difference entre la situation au Vietnam et les schemas generaux de declin rural.
