Les modes de gestion de l’appareil éducatif français sont en pleine restructuration. Innovation, gestion par projets, identification des priorités locales, professionnalisation des acteurs sont au coeur de la transformation des organisations locales et des pratiques. L’analyse proposée dans la première partie est relative au rapport entre innovation et institution. Mais que signifie innover du point de vue de l’institution? Si innover est moteur de transformation, à quelles conditions ces transformations peuvent-elles avoir lieu? Suffit-il d’innover pour transformer ou est-ce un moyen au service de valeurs et de quelles valeurs? L’analyse du projet comme innovation structurelle nous confronte à ses limites implicites. La proposition de mise en oeuvre repose sur un accord implicite entre les acteurs. Mais quels sont les présupposés et qu’en est-il dans la réalité? Deux projets comparables dans des établissements comparables ont été analysés. Cette analyse montre combien l’accord ne va pas de soi. Chaque acteur est porté par des valeurs qu’il défend, qui le conduisent à adopter une stratégie identitaire de type professionnel ou de type règlementaire qui débouchent dans tous les cas sur des conflits locaux. L’aboutissement du conflit est dépendant du rapport de force en présence. Derrière cette décentralisation des modes de gestion n’y a-t-il pas une décentralisation des rapports de pouvoir, un déplacement des conflits et une responsabilisation accrue des acteurs au sein d’un système de formation au service des enjeux économiques de la société?
