Abstract

This paper seeks to relate the public diplomacy as a method to accomplish the protodiplomacy, term whom defines the activies in the international sphere of decentralized governemnts who seek to create international ground for a secession in the future. The paper studies the Catalonia’case, analyzing your history features coming to the fact remarkable of this work which was the decision taken by Spanish High Court in 2010 that forbid the Catalonia’s autonomy constitution of  2006. Starting, therefore, the secession. The public diplomacy of Quebec was analyzed, whom has three tracks: identity, institutionalized, domesctic. Afterwards of thinking about the internation performance of Catalonia, we realized that protodiplomacy cannot be done by the public diplomacy due a feature of internal Catalan issue.
