Abstract
Le Conseil privé de l’empereur occupe une place singulière comme organe suprême de consultation de l’empereur sous le Japon impérial. Souvent qualifié de « troisième chambre », cet organe, bastion du conservatisme, entra souvent en conflit avec les gouvernements de partis qui émergent progressivement à la faveur du changement de règne en 1912 et surtout après la fin de la Première Guerre mondiale. En s’appuyant sur le rôle du Conseil en matière de conclusion des traités, et notamment lors de la conférence de Londres sur le désarmement naval de 1930, cet article illustre les stratégies développées par le Conseil et ses alliés pour mettre en difficulté la fragile inflexion du régime vers le parlementarisme, favorisant ainsi, sans l’avoir voulue, la réaction militariste des années 1930.
