Dans de nombreux pays, dont la France, le non-recours à l’offre sociale fait l’objet d’une attention croissante qui se traduit par la production de statistiques ou le développement d’actions dédiées. Il rencontre un intérêt fort de plusieurs acteurs, en partie pour sa capacité à offrir un regard critique et renouvelé sur les évolutions du système de protection sociale. Pour autant, la popularité de la lutte contre le non-recours intervient à un moment où des réformes complexifient l’accès aux dispositifs sociaux ou réduisent la portée de droits sociaux, ce qui la place au coeur des ambivalences de l’État social.
