Abstract
Le mouvement de décentralisation éducative en cours actuellement au Québec peut s’inspirer de trois sources. Dans une perspective historique, on constate que la demande pour la décentralisation est un aboutissement normal d’une évolution de la société, passant de rapports de force fondés sur la dualité linguistique et religieuse à des rapports de force multiples. Dans une perspective fonctionnelle, on se rend compte que les critiques formulées à l’endroit de l’école doivent tenir compte, dans leur résolution, d’un nouveau partage de pouvoir. Enfin, pour certains, la décentralisation est une réponse à des pressions économiques dont la mondialisation serait l’un des moteurs. Alors que la réponse d’acteurs tels que la Fédération des commissions scolaires du Québec va dans le sens de la décentralisation, la réponse des acteurs comme la Centrale des syndicats du Québec rappelle au gouvernement la limite à la décentralisation en fonction de la mission et des objectifs sociaux. Il apparaît toutefois que le gouvernement compte encadrer de façon étroite cette décentralisation pour qu’elle respecte la mission et les objectifs de l’éducation.
