Abstract
En juin 1990, au terme d’un parcours difficile, la Commission des écoles catholiques de Montréal (CECM), la plus grande commission scolaire du Québec, confessionnelle et bilingue, dont la grande majorité des écoles étaient cependant de langue française, adoptait une politique régissant l’usage du français dans ses écoles de langue française. Hésitante à entreprendre la démarche qui mena ultimement à la politique, la CECM, suite à des pressions considérables exercées sur elle de l’intérieur, procéda à la formulation d’une politique suivant ses manières habituelles centralisées et autoritaires de faire. Contestée initialement de l’extérieur par des groupes anglophones qui y voyaient une entrave à la liberté d’expression, d’autres groupes, cette fois francophones tant internes qu’externes s’opposèrent au processus même suivant lequel la politique avait été formulée et exigèrent de la commission une reprise du dossier cette fois avec consultations élargies et participation des intéressés. D’abord intraitable, les pressions accrues eurent raison de la Commission. Le conflit qui transformait les rapports de force en place depuis près d’un siècle est analysé sommairement selon la typologie de sociétés et d’organisations de type sacré et séculier.
