Depuis la mise en place de l’école républicaine, à la fin du XIXe siècle, la laïcité fonde le compromis entre l’État et les attentes de la société civile dans le domaine éducatif et scolaire. L’organisation initiale du système éducatif s’est révélée inadaptée aux nouvelles missions confiées à l’école : la lutte contre les inégalités sociales et l’insertion économique des jeunes. La réforme Haby, en 1975, puis la loi d’orientation sur l’éducation, en 1989, ont tenté de moderniser l’école pour l’adapter à ses nouvelles missions. L’impact de celles-ci et de la nouvelle organisation sur le compromis laïque a été sous-estimé, voire nié. Aujourd’hui celui-ci est menacé, à la fois, par la montée d’autres modèles (libéraux ou communautaires) et par le poids de l’attachement de nombreux acteurs plus à la forme qu’à l’esprit de l’école républicaine. Une re-fondation cherchant à renouveler le compromis laïque est nécessaire et urgente. L’analyse des tensions et les pistes d’action s’organisent autour des attitudes prises par les acteurs sur trois faits marquant l’évolution des systèmes éducatifs des pays développés : leur unification, la nécessité de concilier impulsion centrale et autonomie locale, la nécessité de concilier l’école comme institution et la satisfaction de la demande sociale d’éducation.
