Abstract
Il est difficile de comprendre les changements majeurs en éducation à moins d’opérer un certain recul et d’épouser une vision plus large quant au paradigme dominant de gestion. Dans ce texte, on présentera quelques fondements théoriques sur la nouvelle gestion publique (NGP), paradigme de gestion à la base de la plupart des nouvelles réformes éducatives. Les principes peuvent se résumer à quelques mots : participation décisionnelle accrue des usagers vus comme consommateurs et électeurs, obligation de résultats quantifiables, décentralisation, imputabilité accrue, mise en place de cadres de contrôle. Il faut, dans l’application de la NGP en éducation, tenir compte de quelques constats tels que l’obligation de la mesure de la performance du système éducatif dans le contexte de la mondialisation, la reconnaissance de l’individualité de la personne, le rôle croissant des parents, les limites à l’absorption du changement et enfin l’émergence de la professionnalisation.
