Interstate Fresh Water Dispute Resolution: Some Reflections on River Basin Organizations as Arbitral Institutions

Abstract
This article builds on the model of the Jerusalem Arbitration Center and advocates for the administration of interstate fresh water arbitrations by bilateral or regional ‘joint watercourse institutions’, also known as river basin organizations (RBOs). The article submits that the regional or bilateral institutional framework of RBOs makes them well placed to serve as arbitral institutions, thereby facilitating the resolution of interstate fresh water disputes by arbitration. At the same time, the use of RBOs as arbitral institutions could also increase their own effectiveness as cooperative organizations.
