En el marco de las cuencas internacionales y su relación de codependencia y negociación en la relación limítrofe entre México y Estados Unidos, el control, administración y distribución del recurso hídrico es parte fundamental de la construcción social del espacio. La pretensión de abrir una empresa cervecera de capital estadounidense ha generado una movilización social significativa en su contra. Tras la realización de una consulta cuyo resultado es contrario a la apertura de la planta, el hecho se ha enmarcado como parte de una política del gobierno federal en contra de las inversiones. Sin embargo, el proceso es de mayor complejidad, por lo que la observación desde el ámbito de la relación entre cuenca internacional y región permite entender el impacto de un vínculo construido de larga duración.
