Cet article explore la façon dont le nouvel État d’Haïti s’est approprié la question carcérale au lendemain de son indépendance. Nous analysons le système carcéral au cours de la période allant de 1804 à 1915 sur un triple plan : les idées, les pratiques et leur institutionnalisation. Nous commençons par retracer la sociogenèse de la prison nationale haïtienne en ayant soin de mettre en relief les facteurs sociopolitiques et économiques qui ont contribué à sa création. Notre attention se porte ensuite sur le régime carcéral instauré dans les prisons après l’indépendance et sur sa rationalité. Nous nous appliquons enfin à montrer comment le discours de la réforme pénitentiaire a percolé dans les débats d’idées (académiques et politiques), mais sans jamais réussir à infléchir le cours des pratiques judiciaires et pénitentiaires et leur sédimentation dans des normes et des habitudes organisationnelles et professionnelles le plus souvent préjudiciables aux détenus. La généalogie de la prison haïtienne lève le voile sur son impasse en rétablissant la filiation entre elle et son héritage colonial, malgré son discours moderne. Elle a pour but d’enrichir les connaissances en histoire des savoirs sur la peine et sur la prison en particulier.
